TCWN Rep has Concerns with Proposed New TVR Permit

Renee Victoria Hoyos, Executive Director of the Tennessee Clean Water Network, which is the organization suing Tennessee Valley Recycling in federal court, spoke at last night’s meeting.
Ms. Hoyos said that the proposed new permit is an improvement, but that TCWN still had several concerns.
According to Hoyos, PCB’s are highly toxic, probable carcinogens and that since Richland Creek, source of Pulaski’s drinking water, is just upstream of the discharge, setting and enforcing strict PCB discharge limits is extremely important.
She says that TCWN generally supports the new limit of .013 milligrams per liter for PCBs, but that they are worried the draft permit will not enforce the limit. The new draft requires that PCBs only be tested every three months, when the current permit has them checked each month. To TCWN, this is backsliding, especially when TVR has routinely discharged above their limit.
Although they generally support the new limit, it is still lower than Tennessee’s Method Detection Limit, which is .5 milligrams per liter. They would like to see the best achievable detection limits set for TVR.
According to Hoyos, TCWN is concerned that this new permit will require a great deal of regulation.
